Section 2(a)(3) ( 16 U.S.C. 1802(a)(3) ) is amended to read as follows: Commercial and recreational fishing (including charter fishing) constitutes a major source of employment and contributes significantly to the economy of the Nation. Many coastal areas are dependent upon fishing and related activities, and their economies have been badly damaged by the overfishing of fishery resources; ensuring sustainable use of fishery resources is essential to the economic well-being of these areas. .
