Not later than 60 days after the date of the enactment of this Act, the Director of National Intelligence, in consultation with the heads of elements of the intelligence community that the Director determines appropriate, shall submit to the congressional intelligence committees a report containing the following: Details on the cooperation between China and the United Arab Emirates regarding defense, security, technology, and other strategically sensitive matters that implicate the national security interests of the United States.
The most recent, as of the date of the report, quarterly assessment by the intelligence community of measures that the United Arab Emirates has implemented to safeguard technology of the United States and the reliability of any assurances by the United Arab Emirates (with respect to both current assurances and assurances being considered as of the date of the report). A certification by the Director regarding whether such assurances described in paragraph
(2)are viable and sufficient to protect technology of the United States from being transferred to China or other third parties. The report under subsection
(a)may be submitted in classified form, but if so submitted shall include an unclassified executive summary. In this section, the terms intelligence community and congressional intelligence committees have the meanings given such terms in section 3 of the National Security Act of 1947 ( 50 U.S.C. 3003 ).
