There are authorized to be appropriated to the Secretary of Commerce $1,409,070,000 for the National Institute of Standards and Technology for fiscal year 2022. Of the amount authorized by paragraph (1)— $915,570,000 is authorized to be appropriated for scientific and technical research and services laboratory activities, of which $9,000,000 is authorized to be appropriated for the Working Capital Fund; $22,000,000 is authorized to be appropriated to the Director for the purpose of investigating the building collapse that occurred in Surfside, Florida on June 24, 2021, to understand the source of failure, to provide recommendations for how to rectify any shortcomings in existing building standards in order to prevent future similar disasters, and to inform future building codes for similar structures, in coordination with State and local offices and other Federal agencies as appropriate, consistent with the Institute’s responsibilities under the National Construction Safety Team Act of 2002 ( Public Law 107–231 ); $140,000,000 is authorized to be appropriated for the construction and maintenance of facilities, of which $80,000,000 is authorized to be appropriated for Safety, Capacity, Maintenance, and Major Repairs; and $331,500,000 is authorized to be appropriated for industrial technology services activities, of which $275,000,000 is authorized to be appropriated for the Manufacturing Extension Partnership program under sections 25 and 26 of the National Institute of Standards and Technology Act (15 U.S.C. 278k and 278l) and $56,500,000 is authorized to be appropriated for the Network for Manufacturing Innovation Program under section 34 of the National Institute of Standards and Technology Act ( 15 U.S.C. 278s ).
