Section 771(15) of the Tariff Act of 1930 ( 19 U.S.C. 1677(15) ) is amended by adding at the end the following: Situations in which the quantity of a foreign like product selected for comparison under paragraph
(16)is insufficient to establish that the conditions and practices associated with such sales have been normal in the trade under consideration for a reasonable period of time prior to the exportation of the subject merchandise, and permit a proper comparison to the export price or constructed export price. .
