Section 292 of the Trade Act of 1974 ( 19 U.S.C. 2401a ) is amended— in subsection (c)— in paragraph (1)— by striking 85 percent of each place it appears; and in subparagraph (D), by adding and at the end; in paragraph (2), by striking
(2)and inserting (2)(A)(i) ; by redesignating paragraph
(3)as clause
(ii)of paragraph (2)(A) (as designated by subparagraph (B)); in clause
(ii)of paragraph (2)(A) (as redesignated by subparagraph (C))— by striking importantly ; and by striking the period at the end and inserting ; or ; and in paragraph (2), by adding at the end the following: the volume of exports of the agricultural commodity produced by the group in the marketing year with respect to which the group files the petition decreased compared to the average volume of such exports during the 3 marketing years preceding such marketing year; and the decrease in such exports contributed to the decrease in the national average price, quantity of production, or value of production of, or cash receipts for, the agricultural commodity, as described in paragraph (1). ; and in subsection (e)(3), by adding at the end before the period the following: or exports .
