Sec. 70703. Fellowship awards

The Administrator, in coordination with the Secretary of the Interior, shall award the fellowship in accordance with this section. A fellowship awarded under this section shall be for a term of not more than 24 months. The Administrator, in coordination with the Secretary of the Interior, shall award the fellowship to individuals who have demonstrated— an intent to pursue a career in marine services and outstanding potential for such a career; leadership potential, actual leadership experience, or both; a college or graduate degree in biological science, experience that correlates with aptitude and interest for marine management, or both; proficient writing and speaking skills; and such other attributes as the Administrator, in coordination with the Secretary of the Interior, consider appropriate.
