Section 3 of the Act entitled An Act to prohibit the commercial export of covered munitions items to the Hong Kong Police Force , approved November 27, 2019 ( Public Law 116–77 ; 133 Stat. 1173), is amended by striking on December 31, 2021. and inserting the following: “on the date on which the President certifies to the appropriate congressional committees that— the Secretary of State has, on or after the date of the enactment of this paragraph, certified under section 205 of the United States-Hong Kong Policy Act of 1992 that Hong Kong warrants treatment under United States law in the same manner as United States laws were applied to Hong Kong before July 1, 1997; the Hong Kong Police have not engaged in gross violations of human rights during the 1-year period ending on the date of such certification; and there has been an independent examination of human rights concerns related to the crowd control tactics of the Hong Kong Police and the Government of the Hong Kong Special Administrative Region has adequately addressed those concerns. .
