Sec. 10613. National Circular Economy Roadmap

In this section: The term circular economy means an economy that uses a systems-focused approach and involves industrial processes and economic activities that— are restorative or regenerative by design; enable resources used in such processes and activities to maintain their highest values for as long as possible; and aim for the elimination of waste through the superior design of materials, products, and systems (including business models). The term Director means the Director of the Office of Science and Technology Policy.
Not later than 2 years after the date of the enactment of this section, the Director shall develop a national circular economy roadmap that includes— a vision for how the science and technology enterprise should support the development of a circular economy in the United States; identification of key public and private stakeholders that may contribute to or benefit from a transition to a circular economy; and recommendations on specific Federal policies needed to drive this transition.
In developing the roadmap under paragraph (1), the Director shall, as appropriate, coordinate with— the Secretary of Energy; the Administrator of the Environmental Protection Agency; the Secretary of Commerce; the Director of the National Institutes of Standards and Technology; and the head of any other relevant Federal agency. In developing the roadmap under paragraph (1), the Director shall, as appropriate, leverage efforts from existing Federal agency programs relevant to a circular economy.
In developing the roadmap under paragraph (1), the Director may consult academic, nonprofit, and industry stakeholders.
