Section 252 of the Trade Act of 1974 ( 19 U.S.C. 2342 ) is amended— in the second sentence of subsection (a), by adding at the end before the period the following: and an assessment of the potential employment outcomes of such proposal ; in subsection (b)(1)(B), by striking gives adequate consideration to and inserting is in ; by redesignating subsection
(c)as subsection (d); and by inserting after subsection
(b)the following: A firm may receive adjustment assistance under this chapter with respect to the firm’s economic adjustment proposal in an amount not to exceed $300,000, subject to adjustment under paragraph
(2)and the matching requirement under paragraph (3). The Secretary of Commerce shall adjust the technical assistance limitation under paragraph
(1)on the date that is 30 days after the date of the enactment of this paragraph, and at the beginning of each fiscal year thereafter, to reflect the percentage (if any) of the increase in the average of the Consumer Price Index for the preceding 12-month period compared to the Consumer Price Index for fiscal year 2020. In making an adjustment under subparagraph (A), the Secretary— shall round the amount of any increase in the Consumer Price Index to the nearest dollar; and may ignore any such increase of less than 1 percent. For purposes of this paragraph, the term Consumer Price Index means the Consumer Price Index for All Urban Consumers published by the Bureau of Labor Statistics of the Department of Labor. A firm may receive adjustment assistance under this chapter only if the firm provides matching funds in an amount equal to the amount of adjustment assistance received under paragraph (1). .
