There are authorized to be appropriated to the head of each agency specified in subsection
(b)such sums as may be necessary for the agency to carry out the responsibilities of the agency under this title. The agencies specified in this subsection are the following: The Office of the United States Trade Representative. The Department of Commerce. The Department of the Treasury. U.S. Customs and Border Protection.
