Sec. 5212. Prohibition on reviews by Committee on Foreign Investment in the United States of certain foreign gifts to and contracts with institutions of higher education

Notwithstanding any other provision of law, the Committee on Foreign Investment in the United States may not review or investigate a gift to an institution of higher education from a foreign person, or the entry into a contract by such an institution with a foreign person, that is not a covered transaction as defined in section 721(a)(4) of the Defense Production Act of 1950 ( 50 U.S.C. 4565(a)(4) ), as in effect on the day before the date of the enactment of this Act. Notwithstanding any other provision of law, none of the funds authorized to be appropriated or otherwise made available for fiscal year 2021 or any fiscal year thereafter may be obligated or expended by the Committee on Foreign Investment in the United States to review or investigate a gift or contract described in subsection (a).
