Notwithstanding any other provision of law, during the 5-year period beginning on the date of the enactment of this division, the Administrator may enter into 1 or more agreements with the town of Chincoteague, Virginia, to reimburse the town for costs that are directly associated with— the removal of drinking water wells located on property administered by the Administration; and the relocation of such wells to property under the administrative control, through lease, ownership, or easement, of the town.
