It is the sense of Congress that— major growth in the cost of astrophysics flagship-class missions has impacted the overall portfolio balance of the Science Mission Directorate; and the Administrator should continue to develop the Nancy Grace Roman Space Telescope with a development cost of not more than $3,200,000,000. The Administrator shall continue to develop the Nancy Grace Roman Space Telescope to meet the objectives outlined in the 2010 decadal survey on astronomy and astrophysics of the National Academies of Sciences, Engineering, and Medicine in a manner that maximizes scientific productivity based on the resources invested.
