Consistent with the requirements for the award, all intellectual property that is developed through the Foundation, or any program that has received funding through this division (or an amendment made by this division), shall not be transferred to— any foreign entity of concern, as defined in section 2307(a); any United States subsidiary, division, or chapter of such a foreign entity of concern; or any for-profit, or nonprofit, partnership that includes such a foreign entity of concern in the partnership.
