In addition to amounts otherwise appropriated in this title for purposes authorized by the Elementary and Secondary Education Act of 1965, there are hereby appropriated an additional $88,010,000 which shall be used for the projects, and in the amounts specified under the heading Innovation and Improvement in the report accompanying this Act, and of which up to $1,000,000 may be used for related agency administrative expenses: Provided, That none of the funds made available for projects described in this section shall be subject to section 302 of this Act.
