The unobligated balances of amounts appropriated or transferred to the Centers for Disease Control and Prevention under the heading Buildings and Facilities in title II of division H of the Consolidated Appropriations Act, 2018 ( Public Law 115–141 ) for a biosafety level 4 laboratory shall also be available for the acquisition of real property, equipment, construction, demolition, renovation of facilities, and installation expenses, including moving expenses, related to such laboratory:
Provided , That not later than September 30, 2022, the remaining unobligated balances of such funds are hereby rescinded, and an amount of additional new budget authority equivalent to the amount rescinded is hereby appropriated, to remain available until expended, for the same purposes as such unobligated balances, in addition to any other amounts available for such purposes.
