The Secretary is authorized to provide, from funds made available in this title for such purposes, mental health and other supportive services, including through grants, contracts, or cooperative agreements, for children, parents, and legal guardians who were separated at the United States-Mexico border between January 20, 2017, and January 20, 2021, in connection with the Zero-Tolerance Policy (as discussed in the Attorney General's memorandum of April 6, 2018, entitled Zero-Tolerance for Offenses Under ) or any other United States Government practice, policy, program, or initiative that resulted in the separation of children who arrived at the United States-Mexico border with their parents or legal guardians during such period.
The Secretary may identify the individuals eligible to receive such mental health and other supportive services under this section through reference to the identified members of the classes, and their minor children, in the class-action lawsuits 8 U.S.C. 1325(a) Ms. J.P. v. Barr and Ms. L. v. ICE .
