The amounts made available to the Secretary or to the Federal Railroad Administration for the costs of award and project management oversight of grants which are administered by the Federal Railroad Administration, in this and prior Acts, may be merged to support activities relating to award and project management oversight of grants administered by the Federal Railroad Administration, in the same manner as appropriated for in this and prior Acts: Provided , That this section shall not apply to the amounts made available under the headings “Northeast Corridor Grants to the National Railroad Passenger Corporation” and “National Network Grants to the National Railroad Passenger Corporation” in this and prior Acts:
Provided further , That this section shall not apply to amounts that were previously designated by the Congress as an emergency requirement pursuant to a concurrent resolution on the budget or section 251(b)(2)(A)(i) of the Balanced Budget and Emergency Deficit Control Act of 1985.
