The Under Secretary for Management shall submit, concurrent with the budget of the President that is submitted to Congress pursuant to section 1105(a) of title 31, United States Code, a report on the unfunded priorities for the Cybersecurity and Infrastructure Security Agency. The report under this section shall specify, for each such unfunded priority— a summary description, including the objectives to be achieved if such priority is funded (whether in whole or in part); the description, including the objectives to be achieved if such priority is funded (whether in whole or in part); account information, including the following (as applicable): appropriation account; and program, project, or activity name; and the additional number of full-time or part-time positions to be funded as part of such priority.
In this section, the term unfunded priority , in the case of a fiscal year, means a requirement that— is not funded in the budget referred to in subsection (a); is necessary to fulfill a requirement associated with an operational or contingency plan for the Department; and would have been recommended for funding through the budget referred to in subsection
(a)if— additional resources had been available for the budget to fund the requirement; the requirement has emerged since the budget was formulated; or the requirement is necessary to sustain prior-year investments.
