Sec. 513. Department-wide social media policy

Not later than 180 days after the date of the enactment of this Act, the Secretary, acting through the Under Secretary for Management of the Department, shall issue a Department-wide management directive with respect to social media activity on official departmental accounts. The directive required under subsection
(a)shall include— information relating to— the roles and responsibilities of offices within the Department with respect to monitoring the compliance of the social media policy of the Department, including the Office of the General Counsel and Privacy Office; and applicable Federal laws, regulations, and requirements that apply to social media use, including those related to information quality, ethical conduct, protecting individual privacy, and records management; the process for authorizing an official, Department-branded social media account; training requirements, including mass communication and ethics training, for authorizing agency officials to use Department accounts to communicate in their official capacity; and guidance with respect to the use of personal social media accounts. The Secretary shall maintain a list of all current official social media accounts of the Department on the website of the Department. The term social media means tools and technology to share communications, postings, or information on a public-facing website, web application, or digital application.
