Title VII of the Homeland Security Act of 2002 ( 6 U.S.C. 341 et seq. ), as amended by this Act, is further amended by adding at the end the following new section: The Secretary may establish within the Department an annual employee award program to recognize significant contributions by employees of the Department to the achievement of the mission of the Department. If such a program is established, the Secretary shall— designate categories of awards within such program, each with specific criteria, that recognizes the contributions of non-Senior Executive Service level employees; publicize within the Department the annual employee award program and the process to nominate an employee for such an award; establish an internal review board composed of representatives from components of the Department, including field personnel and Department Headquarters, and to submit to the Secretary award recommendations; and select recipients for such an award from the pool of nominees submitted by the internal review board and convene a ceremony at which employees may receive such awards from the Secretary.
The internal review board described in subsection (a)(3) shall, when carrying out its function under such subsection, consult with representatives from components of the Department and Department Headquarters, including— supervisory and non-supervisory personnel; and employee labor organizations that represent Department employees. Nothing in this section may be construed to authorize additional funds to— carry out the requirements of this section; or require the Secretary to provide monetary bonuses to recipients of an award under this section. .
The table of contents in section 1(b) of the Homeland Security Act of 2002, as amended by this Act, is further amended by inserting after the item relating to section 720 the following new item: Sec. 721. Annual employee award program. .
