(3)of section 2031(b) of title 10, United States Code, is amended to read as follows: the institution provides a course of military instruction of not less than three academic years' duration, as prescribed by the Secretary of the military department concerned— which shall include an introduction to service opportunities in military, national, and public service; and which may include instruction or activities in the fields of science, technology, engineering, and mathematics; . The Secretary of Defense may, in consultation with the Secretaries of the military departments, develop and implement a plan to establish and support not fewer than 6,000 units of the Junior Reserve Officers’ Training Corps by September 30, 2031. Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and the House of Representatives a report on the status of the Junior Reserve Officers’ Training Corps programs of each Armed Force. The report shall include— an assessment of the current usage of the program, including the number of individuals enrolled in the program and the number of units established under the program; a description of the efforts of the Armed Forces to meet current enrollment targets for the program; an explanation of the reasons such enrollment targets have not been met, if applicable; a description of any obstacles preventing the Armed Forces from meeting such enrollment targets; and a comparison of the potential benefits and drawbacks of expanding the program.
