Part C of subtitle V of title 46, United States Code, is amended by adding at the end the following: Sec. 54301. Port infrastructure development program. . Subsections (c), (d), and
(e)of section 50302 of such title are redesignated as subsections (a), (b), and
(c)of section 54301 of such title, respectively, and transferred to appear in chapter 543 of such title (as added by paragraph (1)). Section 54301 of such title, as redesignated by subsection (a)(2), is amended— in subsection (a)— in paragraph
(2)by striking or subsection
(d)and inserting or subsection
(b); in paragraph (3)(A)(ii)— in subclause
(II)by striking ; or and inserting a semicolon; and by adding at the end the following: emissions mitigation measures directly related to reducing the overall carbon footprint from port operations; or ; in paragraph (5)— in subparagraph

The term carbon footprint means the total carbon-based pollutants, products, and any greenhouse gases that are emitted into the atmosphere resulting from the consumption of fossil fuels. The term climate change means detectable changes in 1 or more climate system components over multiple decades, including— changes in the average temperature of the atmosphere or ocean; changes in regional precipitation, winds, and cloudiness; and changes in the severity or duration of extreme weather, including droughts, floods, and storms. ; in subsection (b)— in the subsection heading by striking and inserting Inland ; Inland River in paragraph
