Sec. 917. Independent review of and report on the Unified Command Plan

The Secretary of Defense shall provide for an independent review of the current Unified Command Plan. The review required by paragraph
(1)shall include the following: An assessment of the most recent Unified Command Plan with respect to— current and anticipated threats; deployment and mobilization of the Armed Forces; and the most current versions of the National Defense Strategy and Joint Warfighting Concept. An evaluation of the missions, responsibilities, and associated force structure of each geographic and functional combatant command. An assessment of the feasibility of alternative Unified Command Plan structures. Recommendations, if any, for alternative Unified Command Plan structures. Recommendations, if any, for how combatant command assessments of the capabilities and capacities required to conduct the routine and contingency operations assigned to such commands can more effectively drive military service modernization and procurement planning. Recommendations, if any, for modifications to sections 161 through 169 of title 10, United States Code. Any other matter the Secretary considers appropriate. The Secretary shall— select an entity described in subparagraph
(B)to conduct the review required by paragraph (1); and ensure that the review is conducted independently of the Department of Defense. An entity described in this subparagraph is— a federally funded research and development center; or an independent, nongovernmental institute that— is described in section 501(c)(3) of the Internal Revenue Code of 1986; is exempt from taxation under section 501(c) of that Code; and has recognized credentials and expertise in national security and military affairs. Not later than October 1, 2022, the Secretary shall submit to the Committees on Armed Services of the Senate and House of Representatives the results of the review conducted under subsection (a). The report required by paragraph
(1)shall be submitted in unclassified form, but may include a classified annex.
