Sec. 819. Modification to the pilot program for streamlining awards for innovative technology projects

Section 873(f) of the National Defense Authorization Act for Fiscal Year 2016 ( Public Law 114–92 ; 10 U.S.C. 2306a note) is amended by striking October 1, 2022 and inserting October 1, 2024 . Not later than April 1, 2023, the Secretary of Defense shall submit to the congressional defense committees a recommendation regarding the extension of the pilot program for streamlining awards for innovative technology projects established under section 873(f) of the National Defense Authorization Act for Fiscal Year 2016 ( Public Law 114–92 ; 10 U.S.C. 2306a note), and if applicable, the duration of any such extension.
If the Secretary of Defense recommends an extension of the pilot program under paragraph (1), not later than 60 days after making such recommendation, the Secretary shall submit to the congressional defense committees a report on the outcomes of the pilot program, including— the number of small business concerns (as defined under section 3 of the Small Business Act ( 15 U.S.C. 632 )) or nontraditional defense contractors (as defined under section 2302 of title 10, United States Code) that benefitted from the implementation of the pilot program; the number of small business concerns that would not have entered into a contract with the Department of Defense but for the implementation of the pilot program; and a description of the goods and services acquired by the Department through the pilot program that otherwise would not have been acquired.
