(Mac)Thornberry National Defense Authorization Act for Fiscal Year 2021 ( Public Law 116–283 ) is amended by striking the United States for and all that follows and inserting the following: the United States for— semiconductor fabrication, assembly, testing, advanced packaging, or research and development; and the manufacturing, production, or research and development of semiconductor manufacturing equipment and materials. .
