Sec. 6453. National biodefense science and technology strategy

Not later than 180 days after the date of enactment of this Act, the Secretary of Health and Human Services, in coordination with the Secretary of Agriculture, the Secretary of Defense, and the Secretary of Homeland Security, shall develop an annex to the National Biodefense Strategy under section 1086 of the National Defense Authorization Act for Fiscal Year 2017 (6. U.S.C. 104) for a national biodefense science and technology strategy and implementation plan. The annex required by subsection
(a)shall— include a mission, goals, and objectives for public and private sector development, procurement, acquisition, and deployment of innovative technologies to address and eliminate biological threats; be informed by an evaluation of science and technology successes and failures in addressing the 2019 novel coronavirus (COVID–19) pandemic; address coordination of Federal efforts; address contributions from academia, industry, and nongovernmental organizations; and be accompanied by an implementation plan that clearly defines Federal department and agency roles and responsibilities, and includes timeframes for execution. The annex required by subsection
(a)may include a classified appendix. Upon completion of the annex required by subsection (a), the Secretary of Health and Human Services shall submit the annex to— the Committee on Armed Services, the Committee on Energy and Commerce, the Committee on Agriculture, the Committee on Homeland Security, the Committee on Science, Space, and Technology, and the Committee on Appropriations of the House of Representatives; and the Committee on Armed Services, the Committee on Health, Education, Labor, and Pensions, the Committee on Agriculture, Nutrition, and Forestry, the Committee on Homeland Security and Governmental Affairs, the Committee on Commerce, Science, and Transportation, and the Committee on Appropriations of the Senate.
