It is the sense of Congress as follows: Violence committed by Boko Haram, Islamic State in West Africa Province, and other violent extremist groups is a grave danger to the Nigerian people, to the broader Lake Chad Basin region, and to the continent. Frequent terrorist attacks on individuals, churches, and communities in Nigeria based on religious identity, ethnicity, or other affiliation is a serious violation of human rights. The United States Government should cooperate with Nigeria to better support the Nigerian security forces capacity to respond more effectively to terrorist attacks and sectarian violence.
