In this subtitle: The term scenic area means a scenic area designated by section 407(a). The term Secretary means— with respect to land managed by the Bureau of Land Management, the Secretary of the Interior; and with respect to land managed by the Forest Service, the Secretary of Agriculture. The term State means the State of California. The term wilderness area means a wilderness area or wilderness addition designated by section 402(a).
