Sec. 324. Establishment of emissions control standard operating procedures

Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall conduct a review of current electromagnetic spectrum emissions control standard operating procedures across the joint force. Not later than 60 days after completing the review under subsection (a), the Secretary of Defense shall direct the Secretary of each of the military departments to establish standard operating procedures, down to the battalion or equivalent level, pertaining to emissions control discipline during all manner of operations.
Not later than one year after the date of the enactment of this Act, the Secretary of Defense shall submit to the Committees on Armed Services of the Senate and House of Representatives a report on the implementation status of the standards required under subsection
(b)by each of the military departments, including— incorporation into doctrine of the military departments; integration into training of the military departments; and efforts to coordinate with the militaries of partner countries and allies to develop similar standards and associated protocols, including through the use of working groups.
