It is the sense of the Congress that cooperation in the titanium industry is a strategic priority in United States-Ukraine relations. It is the policy of the United States to engage with the government of Ukraine in cooperation in the titanium industry as an alternative to Chinese and Russian sources on which the United States and European defense industrial bases currently depend. Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the appropriate congressional committees a report that describes the feasibility of utilizing titanium sources from Ukraine as a potential alternative to Chinese and Russian sources for the defense industrial base.
The report required by subsection
(c)shall be submitted in unclassified form, but may include a classified annex. In this section, the term appropriate congressional committees means the Committees on Armed Services and on Foreign Relations of the Senate and the Committees on Armed Services and on Foreign Affairs of the House of Representatives.
