The Secretary of Defense— shall deem synthetic graphite material to be a strategic and critical material for defense, industrial, and civilian needs; and to the maximum extent practicable, shall acquire synthetic graphite material in the following order of preference: First, from sources domestically owned and produced within the United States. Second, from sources located within the United States or the national technology and industrial base (as defined in section 2500 of title 10, United States Code). Third, from other sources as appropriate.
