Subsection
(a)of section 1236 of the Carl Levin and Howard P. Buck McKeon National Defense Authorization Act for Fiscal Year 2015 ( Public Law 113–291 ; 128 Stat. 3558) is amended by striking December 31, 2021 and inserting December 31, 2022 . Subsection
(g)of such section is amended— by striking fiscal year 2021 and inserting fiscal year 2022 ; and by striking $322,500,000 and inserting $345,000,000 . Of the amounts made available for fiscal year 2021 (and available for obligation as of the date of the enactment of this Act) and fiscal year 2022 to carry out section 1236 of the Carl Levin and Howard P. Buck McKeon National Defense Authorization Act for Fiscal Year 2015 ( Public Law 113–291 ; 128 Stat. 3558), not more than 50 percent may be obligated or expended until the date on which the Secretary of Defense and the Secretary of State submit to appropriate congressional committees a report that contains the following: A comprehensive strategy and plan to train and build lasting and sustainable military capabilities of the Iraqi security forces using existing authorities. A whole-of-government plan to engage the Government of Iraq and the Kurdistan Regional Government in security sector reform to professionalize, strengthen, and sustainably build the capacity of Iraq’s national defense and security institutions. A description of the current status, capabilities, and operational capacity of remaining Islamic State of Iraq and Syria elements active in Iraq and Syria. The Secretary of Defense and Secretary of State shall submit to appropriate congressional committees a report that contains information relating to any gross violations of human rights committed by units of the Iraqi security forces. In this subsection, the term appropriate congressional committees means— the congressional defense committees; and the Committee on Foreign Affairs of the House of Representatives and the Committee on Foreign Relations of the Senate.
