Not later than 180 days after the date of the enactment of this Act, the Secretary of Defense shall submit to the congressional defense committees a report containing the independent assessment of the Secretary with respect to each of the following: The manner in which Diego Garcia, British Indian Ocean Territory, could contribute to the execution of the operational and contingency plans of the Department of Defense, as well as the peacetime forward posture of the Department.
The operational benefits of hardening facilities on Diego Garcia, including the installation of an Integrated Air and Missile Defense system. The operational benefits of storing munitions on Diego Garcia. Potential tradeoffs and costs associated with hardening facilities or prepositioning munitions on Diego Garcia. Any additional infrastructure required in Diego Garcia to better support the requirements of the combatant commands. The potential to collaborate with the governments of allies of the United States to invest in the military infrastructure on Diego Garcia.
