For an additional amount under the heading “Small Business Administration—Salaries and Expenses”, $32,424,945, which shall be for initiatives related to small business development and entrepreneurship, including programmatic and construction activities, in the amounts and for the projects specified in the table that appears under the heading “Administrative Provisions—Small Business Administration” in the report of the Committee on Appropriations of the House of Representatives accompanying this Act: , That, notwithstanding sections 2701.92 and 2701.93 of title 2, Code of Federal Regulations, the Administrator of the Small Business Administration may permit awards to subrecipients for initiatives funded under this section:
Provided , That none of the funds made available by this section may be transferred for any other purpose. Provided further
