Section 604(d) of the Healthy Forests Restoration Act of 2003 ( 16 U.S.C. 6591c(d) ) is amended by striking paragraph
(3)and inserting the following new paragraph: The Chief and the Director may enter into a contract in accordance with section 3903 of title 41, United States Code. .
