Section 961 of the Energy Policy Act of 2005 ( 42 U.S.C. 16291 ) is amended— in subsection (a)(2), by adding at the end the following subparagraph: Preventing, predicting, monitoring, and mitigating the unintended leaking of carbon dioxide or other fossil fuel-related emissions into the atmosphere. ; and by amending subsection
(b)to read as follows: There are authorized to be appropriated to the Secretary to carry out fossil energy research, development, demonstration, and commercial application activities, including activities authorized under this subtitle, $2,200,000,000 for each of fiscal years 2022 through 2031. .
