Not later than one year after the date of the enactment of this Act, and every three years thereafter, the Secretary of State, in consultation with the Administrator, shall submit a report to Congress that describes— the manner and extent to which the United States has made progress toward achieving the targets of the 14th Sustainable Development Goal of the United Nations (relating to conserving and sustainably using the oceans, seas, and marine resources); and plans for future United States actions to achieve those targets.
