The Secretary of Defense, in consultation with the Secretary of Homeland Security, the Administrator, and the Administrator of the United States Maritime Administration, shall, not later than 18 months after the date of enactment of this Act, submit to the Senate Committees on Armed Services; Commerce, Science and Transportation; Environment and Public Works; and Homeland Security and Governmental Affairs; and the House of Representatives Committees on Armed Services; Energy and Commerce;
Homeland Security; Natural Resources; and Transportation and Infrastructure, and publish, an unclassified report identifying existing non-classified naval technologies that reduce underwater noise and evaluating the effectiveness and feasibility of incorporating such technologies in the design, procurement and construction of non-combatant vessels of the United States.
