Sec. 1302. Establishment of the Virgin Plastic Trust Fund

Subchapter A of chapter 98 of the Internal Revenue Code of 1986 is amended by adding at the end the following: There is hereby established in the Treasury of the United States a trust fund to be known as the Virgin Plastic Trust Fund , consisting of such amounts as may be appropriated to such trust fund. There are hereby appropriated to the Virgin Plastic Trust Fund amounts equivalent to the taxes received in the Treasury under section 4191 (relating to virgin plastic excise tax).
The following Amounts in the Virgin Plastic Trust Fund are authorized to be appropriated each fiscal beginning after the date of enactment of the Ocean-Based Climate Solutions Act of 2021 . To U.S. Customs and Border Protection, such amounts as may be necessary to administer the taxation of importers under section 4191(a). So much as remains in the fund in each fiscal year, after appropriations are made under paragraph (1), for the purposes of carrying out the Ocean-Based Climate Solutions Act of 2021 . .
