The Comptroller General of the United States shall conduct a study on the provision of fare-free transit service in the United States, including an assessment of— the extent to which fare-free transit is available in the United States; and the potential impacts of fare-free transit, which may include— increased transit ridership; improved access to transportation for low-income riders and marginalized communities; improved access to jobs and services; enhanced equity of the surface transportation system; reductions in disputes or law enforcement actions related to transit fares; environmental impacts; safety considerations; and the challenges of replacing farebox revenue.
Not later than 1 year after the date of the enactment of this Act, the Comptroller General shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Banking, Housing, and Urban Affairs of the Senate a report containing the results of the study conducted under subsection (a).
