Sec. 1643. GAO report regarding Highway Trust Fund expenditures

Not later than 2 years after the date of enactment of this Act, the Comptroller General of the United States shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Environment and Public Works of the Senate a report on Highway Trust Fund expenditures. The purpose of the report under subsection
(a)shall be to gain an understanding of the expenditures made by the trust fund, including for programs funded under the Mass Transit Account and the Highway Account. The report under subsection
(a)shall examine reimbursements to eligible recipients, including States, territories, Indian tribes, transit agencies, and Federal land management agencies, by— Federal-aid highway program; and category of eligible project costs including— administrative costs; development phase activities, including transportation planning; construction; maintenance; transit capital projects; operational improvements; safety improvements; and any other category that the Comptroller General determines necessary.
