Sec. 1637. GAO study on nature-based solutions for coastal highway resilience

The Comptroller General of the United States shall conduct a study on the utilization of nature-based solutions for improving the resilience of coastal highways and bridges. In conducting the study under subsection (a), the Comptroller General shall examine— the resiliency benefits of nature-based features that work in conjunction with structural features to protect coastal highways and bridges by reducing the impacts of floods or other risks of extreme weather; the ecological benefits of nature-based features for habitat restoration, water quality improvements, and recreational aesthetics; any potential savings to taxpayers over the lifecycles of roadways produced by an integrated approach to resilience against extreme weather; the utilization rates for integrated nature-based solutions among transportation agencies; and any barriers to the use of nature-based solutions by transportation agencies to improve the resilience of coastal roads and bridges.
Not later than 1 year after the date of enactment of this Act, the Comptroller General shall submit to the Committee on Transportation and Infrastructure of the House of Representatives and the Committee on Commerce, Science, and Transportation of the Senate a report summarizing the study under subsection
(a)and the results of such study, including recommendations for how the Federal Highway Administration can encourage transportation agencies to use natural and nature-based features to improve the resilience of coastal highways and bridges.
