Section 604(a) of the Federal Water Pollution Control Act ( 33 U.S.C. 1384(a) ) is amended by striking each of fiscal years 1989 and 1990 and inserting each fiscal year . Section 604 of the Federal Water Pollution Control Act ( 33 U.S.C. 1384 ) is amended by adding at the end the following: Each fiscal year, a State may reserve up to 1 percent of the sums allotted to the State under this section for the fiscal year to carry out workforce development, training, and retraining activities described in section 104(g). .

Section 604 of the Federal Water Pollution Control Act ( 33 U.S.C. 1384 ) is further amended by adding at the end the following: Notwithstanding any other provision of law, no funds allotted to the Commonwealth of Puerto Rico under this section may be counted as income or an asset of the owner or operator of a publicly owned treatment works receiving such funds, or be used, set aside, or otherwise made available for the purposes of payment of debt restructuring under the Puerto Rico Oversight, Management, and Economic Stability Act ( 48 U.S.C. 2101 et seq. ) by the Puerto Rico Financial Oversight and Management Board. .
