The Comptroller General of the United States shall conduct a study in coordination with the Administrator of the Federal Transit Administration on the economic benefits of commuter rail service in connecting urban and suburban areas. The study under subsection
(a)shall include— potential benefits of one-seat ride commuter rail expansion to suburban communities that currently lack direct service to urban areas; best practices in identifying where one-seat ride commuter rail service is beneficial to suburban communities; and best practices in improving suburban commuter access on routes that currently require a transfer. Not later than 1 year after the date of enactment of this Act, the Comptroller General shall submit a report to Congress setting forth the results and conclusions of the study under subsection (a).
