Section 5505 of title 49, United States Code, is amended— in subsection (b)— in paragraph (4)— in subparagraph
(A)by striking research priorities identified in chapter 65. and inserting the following: following research priorities: Improving the mobility of people and goods. Reducing congestion. Promoting safety. Improving the durability and extending the life of transportation infrastructure and the existing transportation system. Preserving the environment. Reducing greenhouse gas emissions. ; and in subparagraph (B)— by striking Technology and and inserting Technology, ; by inserting , the Administrator of the Federal Transit Administration, after Federal Highway Administration ; and by striking and other modal administrations as appropriate and inserting and the Administrators of other operating administrations, as appropriate ; and by adding at the end the following: In awarding grants under this section, the Secretary shall consider how the program under this section advances research on the cybersecurity implications of technologies relating to connected vehicles, connected infrastructure, and automated vehicles. ; in subsection (c)— in paragraph (1)— by striking Not later than 1 year after the date of enactment of this section, and inserting the following: Not later than 1 year after the date of enactment of the INVEST in America Act , ; and by adding at the end the following: A grant under this subsection may not include a cooperative agreement described in section 6305 of title 31. ; in paragraph (2)— in subparagraph
(A)by striking 5 consortia and inserting 6 consortia ; in subparagraph (B)— in clause
(i)by striking not greater than $4,000,000 and not less than $2,000,000 and inserting not greater than $4,250,000 and not less than $2,250,000 ; and in clause
(ii)by striking section 6503(c) and inserting subsection (b)(4)(A) ; in subparagraph
(C)by striking 100 percent and inserting 50 percent ; and by adding at the end the following: In awarding grants under this section, the Secretary shall award 1 grant to a national consortia for each focus area described in subsection (b)(4)(A). ; in paragraph (3)— in subparagraph
(C)by striking not greater than $3,000,000 and not less than $1,500,000 and inserting not greater than $3,250,000 and not less than $1,750,000 ; in subparagraph (D)(i) by striking 100 percent and inserting 50 percent ; and by striking subparagraph (E); and in paragraph (4)— in subparagraph
(A)by striking greater than $2,000,000 and not less than $1,000,000 and inserting greater than $2,250,000 and not less than $1,250,000 ; and by striking subparagraph
(C)and inserting the following: In awarding grants under this section, the Secretary shall consider historically black colleges and universities, as such term is defined in section 371(a) of the Higher Education Act of 1965 ( 20 U.S.C. 1067q ), and other minority institutions, as such term is defined by section 365 of the Higher Education Act ( 20 U.S.C. 1067k ), or consortia that include such institutions that have demonstrated an ability in transportation-related research. In awarding grants under this section, the Secretary shall select not less than one grant recipient with each of the following focus areas: Transit. Connected and automated vehicle technology, including cybersecurity implications of technologies relating to connected vehicles, connected infrastructure, and automated vehicle technology. Non-motorized transportation, including bicycle and pedestrian safety. The surface transportation workforce, including— current and future workforce needs and challenges; and the impact of technology on the transportation sector. Climate change mitigation, including— researching the types of transportation projects that are expected to provide the most significant greenhouse gas emissions reductions from the surface transportation sector; and researching the types of transportation projects that are not expected to provide significant greenhouse gas emissions reductions from the surface transportation sector. In awarding grants under this section and after awarding grants pursuant to clause (i), the Secretary may award any remaining grants to any grant recipient based on the criteria described in subsection (b)(4)(A). ; in subsection (d)(3) by striking fiscal years 2016 through 2020 and inserting fiscal years 2023 through 2026 ; by redesignating subsection
(f)as subsection (g); and by inserting after subsection
(e)the following: Amounts made available to the Secretary to carry out this section that remain unobligated after awarding grants under subsection
(c)shall be made available under the unsolicited research initiative under section 5506. Amounts under paragraph
(1)shall not exceed $2,000,000 for any given fiscal year. .
