Sec. 10111. Motor vehicle pedestrian and cyclist protection

Not later than 2 years after the date of enactment of this Act, the Secretary of Transportation, acting through the Administrator of the National Highway Traffic Safety Administration, shall issue a final rule that— establishes minimum performance standards for the hood and bumper areas of passenger cars, multipurpose passenger vehicles, trucks, and buses with a gross vehicle weight rating of 4,536 kilograms (10,000 pounds) or less to reduce injuries and fatalities suffered by vulnerable road users, including pedestrians and cyclists, who are struck by such vehicles; and considers the protection of vulnerable pedestrian and cycling populations, including children and older adults, and people with disabilities.
The rule issued pursuant to subsection
(a)shall require full compliance with minimum performance standards established by the Secretary not later than 2 years after the date on which the final rule is issued. In this section: The term bus has the meaning given such term in section 571.3 of title 49, Code of Federal Regulations (or any successor regulation). The term multiperson passenger vehicle has the meaning given such term in section 571.3 of title 49, Code of Federal Regulations (or any successor regulation). The term passenger car has the meaning given such term in section 571.3 of title 49, Code of Federal Regulations (or any successor regulation). The term truck has the meaning given such term in section 571.3 of title 49, Code of Federal Regulations (or any successor regulation).
