Section 1906 of the SAFETEA–LU ( 23 U.S.C. 402 note; Public Law 109–59 ) is amended— in subsection (b)— in paragraph (1), by striking and at the end; in paragraph (2), by striking the period at the end and inserting ; and ; and by adding at the end the following: developing and implementing programs, public outreach, and training to reduce the impact of traffic stops described in subsection (a)(1). ; by striking subsection
(c)and inserting the following: The total amount provided to a State under this section in any fiscal year may not exceed— for a State described in subsection (a)(1), 10 percent of the amount made available to carry out this section in that fiscal year; and for a State described in subsection (a)(2), 5 percent of the amount made available to carry out this section in that fiscal year. ; and in subsection (d)— by striking $7,500,000 for each of fiscal years 2017 through 2020 and inserting $11,500,000 for each fiscal year ; by redesignating paragraph
(3)as paragraph (4); and by inserting after paragraph
(2)the following: The Secretary may allocate not more than 10 percent of the amount made available to carry out this section in a fiscal year to provide technical assistance to States to carry out activities under this section. .
