Section 203(a) of title 23, United States Code, is amended— in paragraph (1)(D), by striking $10,000,000 and inserting $20,000,000 ; and by adding at the end the following: In carrying out an activity described in paragraph (1), the entity carrying out the activity shall consider, to the maximum extent practicable— the use of locally adapted native plant materials; and designs that minimize runoff and heat generation. .
