The relevant unit managers of Federal recreational lands and waters managed by the Forest Service, the Bureau of Land Management, and the National Park Service may— identify areas of Federal recreational lands and waters in which recreation use is highly seasonal; where appropriate, extend the recreation season or increase recreation use in a sustainable manner during the offseason; and make information about extended season schedules and related recreational opportunities available to the public and local communities.
Nothing in this subsection precludes the Secretaries from providing for additional recreational opportunities and uses at times other than those referred to in paragraph (1). An extension under subsection (a)(1) may include— the addition of facilities that would increase recreation use during the offseason; and improvement of access to the area to extend the season. An extension under subsection (a)(1) shall be compatible with all applicable Federal laws, regulations, and policies, including land use plans.
